Parking Permits
The City of Laguna Beach Offers a Business Parking Permit, Residential Parking Permit, and Shopper Parking Permit.  Permits can be purchased over-the-counter at the City Hall Cashier, 505 Forest Avenue, Weekdays, 8 a.m.-4:45 p.m..  Shopper Permits can also be purchased by mail or online.  For questions please call (949) 497-0314.

Shopper Parking Permit

Permits are available to Laguna Beach Residents, Non-Resident Seniors, and Non-Residents that live within the Laguna Beach School District.  Permits are not valid on Laguna Canyon Road north of Forest Avenue or the adjacent Frontage Road during the summer festival season. The Aliso Beach Parking Lot, Lumberyard Parking Lot and the Forest/Laguna Canyon Parking Lot are also excluded. 

Shopper Permit

Available only to residents of Laguna Beach at a cost of $80 each for the first two permits and $150 each for the third and forth with a maximum of four permits per household. Permits are valid for two years from August 1, to July 31 of the second year. Proof of residency is required.  Permits are prorated to $40 each for the first two permits and $75 each for the third and fourth permit after one year.   To purchase a permit online please click here.   

Replacement permits cannot be purchased online.  If you have sold your vehicle or your car has been in an accident and you need a replacement permit, you must obtain a new permit at City Hall for a $2 fee.

Non-Resident Senior Shopper Permit


(Age 65 or older) may purchase a permit at a cost of $130 per year with a maximum of one per residence. Proof of age is required. These permits are only be available over-the-counter at City Hall. Non-Resident Shopper Permit (Must live with the Laguna Beach Unified School District)

Permits are available to individuals who reside outside the City boundaries, but within the school district. Residents may purchase a permit for $120 for the first permit and $150 for the second with a maximum of two per residence. These permits are available over-the-counter at City Hall or by mail. Permits are valid for two years from August 1 through July 31 of the second year.  Proof of residency within the school district is required to complete the application.

Business Parking Permits

For business owners and employees in the downtown area.  Permits are valid for up to 12 hours on Cliff Drive between Aster and Acacia Streets.  During the school year (September to June) permits are valid Monday through Friday only in the following locations:

  • Forest/Laguna Canyon Lot between posted signs
  • Glenneyre Structure, upper level on Glenneyre Street side
  • Laguna Canyon Road, eastbound side.
Permits are valid for one year between August 1st and July 31st at a cost of $300.  Permits are prorated to $150 on February 1st.  For additional conditions and restrictions and the application click here.


Residential Parking Permits

Available to select residential addresses in the Downtown area and those adjacent to Coast Highway only.  These permits allow parking for a maximum of 24 hours at a location within a block of the permit holder's residence. They are also valid at any metered stall or lot throughout the City for the maximum length of time designated on the meter lot. 

Permits are available over-the-counter at City Hall and are valid for one year from August 1st to July 31st at a cost of $200.  Permits are prorated to $100 on February 1st.   For a list of addresses eligible for this program click here, for the complete an application please click here.
