Laguna Canyon Planning Study

On May 6, 2014, the City Council directed staff to add a review of zoning and land use standards along Laguna Canyon Road, from the northern boundary of the DSP area to El Toro Road, to the scope of work for the Downtown Specific Plan Update/Urban Planner project. 

On July 15, 2014, the City Council accepted the Downtown Specific Plan Update/Urban Planner Subcommittee recommendation to select MIG (agenda item 24). The City hired MIG, an urban planning firm, to assist with the preparation of a comprehensive update to the Downtown Specific Plan and to review zoning and development issues in Laguna Canyon. 

On February 24, 2015, the City Council directed staff to work with MIG to modify their scope as noted in Attachment 1 of agenda item 14b and, on April 21, 2015, the City Council approved the modified scope of work and additional funding.

The Laguna Canyon Planning Study has been presented as a draft report to the Planning Commission in a series of three hearings, and will conclude with a final hearing before the City Council. MIG will present the final draft report that includes suggested modifications to existing planning documents, including the Laguna Canyon Annexation Area Specific Plan, Sarah Thurston Park Specific Plan and zoning for the areas outside of the specific plans.  Attention has been given to establishing standards for defining key descriptive terms such as rustic, rural and small scale, and potential modifications to zoning districts and development standards.  A copy of the final draft report is available to review below.  

The current effort is a “planning study,” and provides only suggested modifications for consideration. Many of the issues raised by staff and through public correspondence and testimony from the community during this process will be afforded the opportunity to be further analyzed during a more detailed Code/Plan amendment process, when and if directed by the City Council to update the City’s Municipal Code and the applicable Specific Plans.
