A Water Quality Management Plan (WQMP) is required for all Priority Development Projects. To determine if a project is a Priority Development Project, follow this link.
Use the WQMP template below to create a WQMP for submittal to the city. The WQMP guidance manual may also help if additional information is needed. The city will charge a fee for review, please contact Community Development Department for the fee schedule. All WQMPs are reviewed by a third-party contractor to assure consistency and quality. The State of Washington has an excellent Stormwater Management Manual which may also be helpful.
Definitions of Best Management Practices (BMPs) as identified in the NPDES permit R9-2009-0003 may be found here. Low Impact Development (LID) BMP Requirements: The City must require each Priority Development Project to implement LID BMPs which will collectively minimize directly connected impervious areas, limit loss of existing infiltration capacity, and protect areas that provide important water quality benefits necessary to maintain riparian and aquatic biota, and/or are particularly susceptible to erosion and sediment loss.
