- Integrated downtown with European flavor and promenade
- Vertical expansion allowing more density - 3-4 story limit in downtown
Transportation
- Close PCH to Glenmeyre for promenade
- Non-pollute tram/bus from parking lots

Education
- New high school structure, recreation aspects: ball field, all-weather track, etc.

- Integrate all communities into city community
- Maintain charm while encouraging innovation
