Community Development
The Community Development Department
is organized into four separate divisions with 25 full-time and one part-time
employees for a total of 25.6 employees. For development planning documents and forms, please see the above link to the Community Development Information.
The following is a description
of the services provided by each division:
Administration

This division has three employees who are responsible
for overseeing the operations of the three technical divisions (planning,
building, and zoning), and for the budgetary process.
Planning
-
This division has five employees who are responsible
for all current and advanced planning projects such as Conditional Use Permits,
Subdivisions, Specific Plans, and the City's General Plan. This division
also coordinates the City's historic preservation program, Local Coastal Program, computerized permit
tracking, geotechnical reporting requirements and the majority of the department's
special projects. The division provides staff support to the Planning Commission and the Heritage
Committee and Open Space Committee.

Building Safety

This division has twelve employees who are principally
engaged in the physical development of the City. Specifically, the division
provides building plan checks (for compliance with the Uniform Building
Code), issues computer generated building permits, conducts all field inspections
and provides clerical support
at the public counter. This division is financially self-sustaining with
building permit and plan check fees generally covering its operational expenses.
Zoning

This division has 5.6 employees who are principally
engaged in zoning plan check functions and provide staff support to the
Design Review Board (Board of Adjustment). The division is also responsible
for administration of the Zoning Code including enforcement of City zoning
regulations.
