“Can I Try to Explain This More?” By the City Manager
We get a lot of questions! Sometimes the questions are frequent enough that they may warrant a more detailed explanation as to the what, where, and why of an issue. Dave, as City Manager, likes to write things out – it helps improve his own understanding of some things, especially where things get convoluted. These “explainers” are an opportunity to share facts (and some opinions) about these issues. Knowing that Dave will make mistakes in these writings, or explain things poorly, he’ll try and correct them and so note the correction(s). Part of explaining, too, is listening in return – Dave takes that seriously. If you have a comment or a reaction to an Explainer, or if there is an issue you’d like to see as a subject of an Explainer, please let Dave know at dkiff@lagunabeachcity.net.

The City of Laguna Beach is a full-service City that operates under the Council-Manager form of government. Meaning, the City Council provides overall policy direction and appoints a City Manager to implement the policies. In turn, the City Manager forms an executive team to direct the departments that service the community. The City Manager’s Office coordinates policy implementation, oversees the City's administrative function, and provides leadership for operational departments.
