The Housing Element is a component of the City's General Plan and is used to adequately plan for the housing needs of the community. The City recently updated its Housing Element for the 2021-2029 planning cycle.

Parking Master Plan

Limited public and private parking inventory put pressures on residential neighborhoods to absorb some of the demand generated by businesses and beach visitors. 

The Parking Master Plan will study these issues and offer recommendations to improve quality of life within the community and promote vibrant and walkable commercial districts.

Commercial District Beautification/Property Maintenance Program

The Laguna Beach City Council  will consider a proposed Commercial District Beautification/Property Maintenance Ordinance. The proposed Ordinance would establish minimum property maintenance standards for all commercial properties within the City of Laguna Beach. It would also allow the City to enforce the standards and offer incentives to property owners to assist with compliance.

The update will have a primary focus on changes intended to increase infill housing opportunities, including greater potential for upper-level housing over ground-floor commercial space.
