North Coast Interceptor Reach 5 Replacement Project
The North Coast Interceptor (NCI) is part of a pipeline conveyance system that conveys sewer flows from the City of Laguna Beach and the Emerald Bay Community Services District to the South Orange County Wastewater Authority (SOCWA) Coastal Treatment Plant (CTP) in Aliso Canyon. The proposed project is the replacement of the existing NCI Reach 5 through Aliso Canyon by a combination of open trench, horizontal directional drilling (HOD), and slip lining. The goal of the project is to completely replace the existing NCI Reach 5 with new dual parallel pipelines that will provide redundancy and the ability to maintain a reliable and safe conveyance of wastewater to the SOCWA CTP.

Glenneyre Street Lighting Improvement Project
The project includes the provision of streetlight improvements along an approximately one-mile segment (0.96 mile or 5,100 feet) of Glenneyre Street, which stretches from Forest Avenue (north end) to Caliope Street (south end). The improvements include the installation of new streetlights (a total of 29) at various intersections along Glenneyre Street, which would require the removal of existing pavement and some soil excavation to permit the light pole installation. The new streetlights would be installed to adequately illuminate the intersections along Glenneyre Street that are in need of illumination, some of which are underlit and others that have no lighting. The additional lighting would help improve the safety of pedestrians, bicyclists, and drivers.
The project area comprises approximately six acres that includes City right-of-way along an approximately one-mile segment (0.96 mile or 5,100 feet) of Glenneyre Street, which stretches from Forest Avenue (north end) to Caliope Street (south end) in the City of Laguna Beach, County of Orange.

The Project proposes to construct a new three-story, single-family residence and an attached two-car garage, with hardscaping and landscaping on a vacant lot. In addition to the three-story, 2,558 square-foot residence, the proposed residential development would include a 295 square-foot elevated deck with glass guardrails, 36-foot-tall elevator, photovoltaic panels, one off-site parking space, an off-site catch basin, retaining walls, and skylights. The Project proposes an off-site parking space which is located directly west of the Project site. The off-street parking space would include a retaining wall located along the south side of the parking space. There is an approved retaining wall along the west side of the parking space that is part of the 840 Gainsborough Drive Project. The proposed residential development would include on-site grading of approximately 2,588 cubic-yards of cut and two cubic-yards of fill and require approximately 215 truck trips over 26 days for removing soil from the site. 2400 Juanita Way
In accordance with Chapter 2.30 of the Laguna Beach Municipal Code (LBMC), City staff issued an RFP to prepare the environmental documentation for this road extension project. The City will execute a professional services agreement with the firm identified as the most qualified bidder.
Two Fuel modification zones (FMZs) are proposed in the City of Laguna Beach, California: Lower Hobo (FMZ 16) and Diamond Crestview (FMZ 19).
The City of Laguna Beach Fire Department proposes to apply fuel management practices within the City of Laguna Beach, California. FMZ 16 (Lower Hobo) and FMZ 19 (Diamond Crestview) would consist of approximately 100-footwide zones of reduced vegetation. Removal and/or thinning of heavy vegetation would reduce potential wildfire ignition of primarily residential properties, increase the evacuation time for residents, and provide better access for firefighters to protect structures. In addition, the proposed project would reduce fire line intensity, reduce wildfire rates of spread, and improve occupant safety. Lastly, it would protect High and Very High Value Habitat containing special-status plant species. All fuel modification activities would be conducted in accordance with the City’s Treatment Protocols for Fuel Modification Zones Subject to Coastal Development Permitting (City’s fuel modification treatment protocols) prepared by LBFD. Fuel management methods would rely exclusively on hand crews due to the presence of special-status species and the steep topography. Fuel loads would be reduced or completely removed depending on species composition. Non-native vegetation would be completely removed first; if 50 percent reduction in wildfire fuel is achieved by removing non-native vegetation, vegetation clearing would stop. If further thinning or removal needs to occur, crews would follow the hierarchical list in the City’s fuel modification treatment protocols to remove the least sensitive plants first. The project biologist may choose to adjust the order of species removal in order to preserve local diversity including, to the extent practicable, maintaining a plant community that supports sensitive and listed species likely to use the treatment area. To reduce the risk of erosion, the majority of perennial plant roots of native and non-native species would remain in erosion-prone areas. Non-native vegetation waste would be transported to a green waste recycling facility; green waste that is not accepted would be hauled to a landfill. Exclusion areas within both FMZs have been established to avoid disturbance to High and Very High Value Habitat and sensitive biological resources as well as drainage courses.

Western Terminus of Cleo Street
The City of Laguna Beach Public Works and Utilities Department is proposing the Cleo Street Beach Access Rehabilitation Project. The Project will remove a portion of the sidewalk on Ocean Front Drive while protecting most of the decorative concrete barrier and preserving the decorative trash receptacle at the top of stairs, the historical dedication sign, and lamp post. Where existing sidewalk is removed, new asphalt concrete pavement will be constructed with striping to delineate a "No Parking" zone with a wider safer walkway for pedestrians. A small segment of barrier will be removed to introduce a new upper viewing area with Americans with Disabilities Act (ADA) access. Sidewalk adjacent to the new upper viewing area will be replaced and regraded to reduce slopes. The existing beach access stairs will be removed and replaced with new stairs. The new stairs feature expanded intermediate landings, aesthetic boulder-like benches at select locations, improved pile foundations, supplemental trash and recycling receptacles, and continuous hand railing. Access to the pump house will be maintained while improving safety and security of the upper pump station deck slab with new perimeter hand railing and lockable gate. The lower flight of stairs will extend and key into bedrock to ensure safe access regardless of seasonal fluctuations in sand level. Other appurtenant improvements include additional rock slope protection, rehabilitation of the face of the deteriorated reinforced concrete storm drain outlet structure, removals of exposed deteriorated abandoned steel pipe, and replacement with concrete plugs and grouted riprap. Adjacent landscape areas and irrigation impacted by the work will be restored in kind. Construction is expected to commence in 2024 and be completed in 2025.
