Fuel Modification Zone Program

The City of Laguna Beach has created and continues to maintain and expand an extensive fuel break around most exterior portions of the city and in many interior canyons.   A fuel break is a area where vegetation is reduced by 50 - 90%  to separate the wildland from developed portions of the City.  The fuel breaks varies in width from 100 feet to 200 feet, depending upon location and terrain.  It was started by the Laguna Beach Fire Department in 1991 after the Oakland Hills Fire, and now includes approximately 363 acres.   Approximately 285 acres are maintained by goat grazing, and the rest by hand crews.   The Fire Department manages the fuel break program, and is working to expand the acreage to protect more of the City.

  • We use goats to remove grass around homes at the edge of the City and along interior canyons.
  • Pampas Grass is highly flammable, so we remove it whenever we find it.
  • Hand crews removed dead vegetation and invasive plants, then they thinned out and trimmed remaining bushes.
