Project Description

The proposed project is located at 31796 Coast Highway (corner of Coast Highway and 5th Avenue) in South Laguna.  The project will provide a replacement fire station for the existing Fire Station No. 4 located at 31646 2nd Avenue. The existing station has seismic integrity issues and is not adequately sized to meet the modern needs of the fire department and the National Fire Protection Association (NFPA) standards for fire station design.

The replacement station will include living quarters, three apparatus bays, and an exterior public restroom within an approximately 8,000 sf, two-story building. A surface parking lot will provide 10 parking spaces for personnel and visitor use. One parking space will be equipped with an electric vehicle (EV) charger.

The station will support up to four full-time firefighters, two ambulance operators, and an additional sleeping area for surge staffing in case of emergencies.

The site design includes a driveway on Coast Highway and one on 5th Avenue. The 5th Avenue driveway provides employee vehicle ingress and egress and fire engine and paramedic truck ingress. Fire engines and paramedic trucks will exit the site via the Coast Highway driveway. A fire station priority hybrid signal is proposed to be added on Coast Highway.

CEQA Compliance

Pursuant to the State CEQA Guidelines, the City Council adopted a Mitigated Negative Declaration and Mitigation Reporting and Monitoring Plan for the project.  The Notice of Determination was filed on November 17, 2022.
