Capital Improvement Projects (CIP)

The Capital Improvement Program (CIP) is the City's plan for addressing major public infrastructure improvements.  The plan considers the repair, replacement or construction of new portions of the City's physical infrastructure system, such as streets, buildings, parks, streetlights, sewers, and storm drains. The City reviews suggestions for capital improvements on a yearly basis and evaluates existing infrastructure to prioritize needed improvements.

The City's annual budget includes the CIP with a seven-year schedule for all capital projects proposed at the time the budget is submitted.

Anita Street Sewer Lift Station and Beach Access Stairs Reconstruction

The existing sewer lift station and public beach access stairs at the west end of Anita Street are more than 70 years old and are in need of replacement. The lift station collects wastewater from residential and commercial areas between St. Ann’s Street and Calliope Street, extending up to Temple Terrace. It also receives additional flows during the summer months from five urban water diversion systems. This project will replace the aging and deteriorated sewer lift station and public beach access stairs. Additional improvements include asphalt restoration, new landscaping, and the installation of a permanent lifeguard tower.

Cleo Street Beach Access Improvements

The City of Laguna Beach will be replacing and extending the existing staircase that provides public access to Cleo Street Beach to reduce the drop-off from the bottom step to the beach.  The new wider alignment will create a buffer between the pump station equipment and the public stairway. The project includes a viewpoint and provides additional permanent trash and recycling receptacles that continue the neighborhood’s natural river rock aesthetic. Disturbed landscaping will be replaced with California native, succulent and drought-tolerant plants.

Downtown Improvement

The Downtown Action Plan was initiated by the City Council in 2019 to evaluate existing conditions and develop a plan to improve the downtown infrastructure. Although the plan was not adopted, in March 20205 conceptual exhibits for the Ocean Avenue streetscape were prepared which serve as the basis for further design development of the Ocean Avenue and Beach Street corridors. These improvements include curb bump-outs for traffic calming and enhanced pedestrian safety, a widened sidewalk along Beach Street, landscaping and irrigation, street and drainage, and an existing trees assessment.


Fire Station #4

Fire Station No. 4 Replacement

The proposed project is located at 31796 Coast Highway (corner of Coast Highway and 5th Avenue) in South Laguna.  The project will provide a replacement fire station for the existing Fire Station No. 4 located at 31646 2nd Avenue. The existing station has seismic integrity issues and is not adequately sized to meet the modern needs of the fire department and the National Fire Protection Association (NFPA) standards for fire station design.


Glenneyre Street Lighting Improvements

Glenneyre Street Lighting Improvement Project

The project includes the installation of streetlight improvements along an approximately one-mile segment (0.96 mile or 5,100 feet) of Glenneyre Street, which stretches from Forest Avenue (north end) to Caliope Street (south end). The improvements include the installation of new streetlights (a total of 29) at various intersections along Glenneyre Street.

Laguna Canyon Road: Protect & Connect

The City of Laguna Beach, in cooperation with the Caltrans District 12, is proposing to construct improvements along the State Route 133 (SR-133) corridor extending approximately 2.5 miles from Canyon Acres Drive. The proposed improvements to LCR within the Project limits generally consist of bicycle lanes, pedestrian pathways/sidewalks, improved access to transit facilities, improved shoulders, undergrounding of the SCE transmission and distribution lines, and the introduction of signalized intersections at select locations and cross streets. 


Forest Promenade

Promenade on Forest

The Promenade on Forest opened to the public on June 15, 2020, to create a pedestrian-only outdoor dining, shopping, and art performance area. The City will construct a permanent pedestrian plaza design to continue the Promenade on Forest program permanently.


Citywide Safety Action Plan

Safer Streets Laguna Beach

Safer Streets Laguna Beach is a citywide plan to improve safety for all users of the City’s streets –residents and visitors alike. The plan takes a data driven approach to reducing collisions that also considers community input. This plan is being developed by the City, under the Laguna Beach City Council’s direction, based upon the vision of improved traffic safety for all.


Forest Promenade

Zone 6 Slurry Seal and Rehabilitation

 

The City of Laguna Beach is planning to resurface local public roadways adjacent and bound by High Drive, North Coast Highway, and Lower Cliff Drive.  Construction is scheduled to begin in September and be completed by the end of December 2025.
