About Tom Perez

Tom was appointed Acting Director of Public Works & Utilities in August 2026. He originally joined the City of Laguna Beach in 2020 and his most recent position was City Engineer. Tom has over 25 years of experience in Public Works management and operations. He enjoys serving the public in his role, ensuring the City’s assets and infrastructure are well-constructed and well-maintained for residents and visitors alike.

Prior to the City of Laguna Beach, Tom served as Capital Program Manager for the City of Irvine where he reviewed development projects and managed City infrastructure projects throughout the City including the Great Park. He also worked for the City of Santa Ana as a Senior Civil Engineer designing and managing the construction of a variety of improvement projects on roadways, parks, facilities, and at the Santa Ana Zoo.

Tom is a Registered Civil Engineer in the State of California. He holds a Master’s degree in Public Administration from Norwich University and a Bachelor of Science degree in Civil Engineering from California State University, Fullerton.
