Proposed Pump Track Concept

What is a pump track?

A pump track is a graded and paved contoured track that mountain bikers (and others) use to build skills, increase strength, and recreate along a connecting track. Two tracks may be built, one for younger and more inexperienced riders and one for general riders.  The surface is usually rubberized asphalt to minimize sound. 

Pump tracks can be supervised or unsupervised. They can be fenced or not fenced.  The proposed location is already used by mountain bikers accessing trails in the Aliso and Wood Canyons Wilderness Park. The first pump track in Orange County opened recently in San Clemente, and several others are planned across the region.

What is the timeline of the project?
  • April 14, 2025: Recreation Committee received a presentation on possible locations for a pump track.
  • May 20, 2025: Councilmember Jones requested that staff explore pump track options in Laguna Beach and that the item be brought to a future Council meeting for discussion. 
  • June 9, 2025: Recreation Committee supported the pump track concept and recommended prioritizing a location adjacent to and northwest of Moulton Meadows Park. 
  • July 22, 2025: City Council received a presentation with staff findings and recommendations. 
  • January 12, 2026: Recreation Committee received a presentation with an amended list of potential locations and voted to recommend the grass area adjacent to the soccer field at Moulton Meadows Park. 

At this time, no final decisions have been made. The City is in the early stages of exploring feasibility, including cost, funding, and design options.

What did the City Council discuss on July 22?

On July 22, 2025, the City Council discussed the concept of building a pump track and identified two potential sites for further exploration - one in the space adjacent to the fire road north of Moulton Meadows Park, and on on the north end of the grass soccer field within the park.

City staff was directed to identify a site selection for a pump track, including initiating a feasibility study and site evaluation; coordinate with the County of Orange to explore potential land-transfer agreements for a preferred site(s); coordinate with Orange County Mountain Bike Association to explore grant and fundraising opportunities. Mayor Rounaghi and Councilmember Jones will continue a working group on this effort. 

The action taken did not include any budget allocation to fund the project, and simply approved continued discussion of the pump track concept including further site analysis. 

What did the Recreation Committee discuss on January 12?

On January 12, 2026, the Recreation Committee received a presentation with an updated list of potential locations for a pump track, and voted to recommend to City Council to continue investigating Moulton Meadows as the primary location for a pump track, with specified caveats: 

1. There is strong support for a pump track in Laguna Beach.

2. The grass area adjacent to the soccer field at Moulton Meadows Park is recommended for such an amenity. 

3. Staff will study the number of youth and potential users for a pump track in the Top of the World/Alta Laguna and Arch Beach Heights neighborhoods to assess local impact and demand.

4. Impacts to the surrounding area may be mitigated with defined hours of access; quality-of-life concern enforcement; adaptive design measures; considering bike-friendly public transportation options; consideration of increased private funding share for construction costs; establishment of a reclamation bond for future maintenance or decommissioning of the facility; and encourage suggestions of other feasible sites for City Council consideration. 

 

The action taken did not include any budget allocation to fund the project, and the topic will be revisited at a future City Council meeting for further direction. 

What outreach has been done?

Ahead of the July 22 City Council meeting, the City advertised a comment form via its website, community newsletter, and email communications; installed five signs in the area around Moulton Meadows Park with a project summary and information on how to share feedback; and mailed informal notices regarding the City Council discussion to residents within a 500' radius of the proposed site.

Between July 9 and 22, staff received 327 website comments, with 127 responses from Arch Beach Heights residents and 183 from regular Moulton Meadows park users. Click HERE to view the full list of responses. 

 

Ahead of the January 12 Recreation Committee meeting,  the City advertised the above comment form via its website, community newsletter, and email communications; installed signage in parks display cases; mailed notices to residents within 1,000 feet of Moulton Meadows Park; posted on social media via City and Recreation Division platforms; included the meeting notice in the January 8 Community Newsletter; posted the meeting notice on the City website and display case outside City Hall; and via emails to community interest groups. Between October and January 12, staff received 197 responses to the comment form. Click HERE to view the full list of responses. What are the next steps?

This project is still in the conceptual phase, and has yet to be formally approved or budgeted. Staff continues to investigate whether the proposed Moulton Meadows site is feasible for this project through the lenses of community impact and environmental impact. This will be done through public meetings, and input, questions, and concerns are welcome and valuable. 

Once a site is selected and confirmed by City Council, staff will perform the necessary environmental review and initiate the planning, design, and fundraising process, collaborating with local stakeholders such as ОСМТВА. There will be several additional discussions at public meetings such as the Recreation Committee and City Council before anything is finalized.
