What is a Public Safety Power Shutoff (PSPS)?
When there are potentially dangerous weather conditions in fire-prone areas, power companies may proactively turn off power to prevent their electric systems from becoming a source of ignition for wildfires. Powering down lines can eliminate the risk that active downed lines or wind-damaged power equipment pose in igniting a fire.
Power companies consider a number of factors and conditions before declaring a PSPS. These include, but are not limited to:
- High winds (including Red Flag Warnings declared by the National Weather Service)
- Low humidity
- Dry vegetation that could serve as fuel
- On-the-ground observations
- Fire threat to electric infrastructure
- Public safety risk
Southern California Edison (SCE) and San Diego Gas & Electric (SDGE) may implement PSPS in certain areas, including in the City of Laguna Beach.

How to Prepare for a PSPS:
The City of Laguna Beach wants to ensure residents are prepared and informed for a power outage. In advance of a PSPS, the City of Laguna Beach encourages residents to take the following precautions:
- Visit the Prepare For Power Down website for more information on PSPS and resources.
- Create an Emergency Kit: Prepare an emergency kit with essentials such as water, non-perishable food, medications, a flashlight, fresh batteries, portable power chargers, and a first-aid kit.
- Charge cell phones and any battery powered devices. Keep alternative charging methods at all times.
- Keep your vehicle's gas tank at least half full or ensure your electric vehicle maintains enough charge to evacuate.
- Evacuation Plan: Familiarize yourself with Laguna Beach evacuation routes and make sure everyone in your household is prepared to evacuate if necessary.
