What are Red Flag Parking Restrictions?

When the National Weather Service (NWS) issues a Red Flag Warning for the City of Laguna Beach, parking restrictions go into effect for the neighborhoods of Bluebird Canyon, Canyon Acres, and Diamond/Crestview. These neighborhoods were identified in the 2021 Wildfire Egress Study as being "access impaired" due to narrow and winding roadways.

Implementing parking restrictions in these neighborhoods when the National Weather Service (NWS) declares a Red Flag Warning is to improve safety and emergency response capabilities. Wherever feasible, parking has been restricted to a single side of the road, allowing for on-street parking in the direction of egress.

What streets must adhere to Red Flag Parking Restrictions?

The maps below show which streets are impacted and if parking is allowed in the direction of egress.

What is a Red Flag Warning and how often does the National Weather Service (NWS) issue Red Flag Warnings for the City of Laguna Beach?

Laguna Beach is situated within the NWS designated "Orange County Coastal Zone." A Red Flag Warning is issued when the following conditions are met resulting in a heightened fire risk:

    • Relative humidity is less than or equal to 15%
    • Sustained winds are greater than or equal to 25 mph, and/or
    • Winds gusts are greater than or equal to 35 mph for at least six hours, or
    • Relative humidity is less than or equal to 10% for over ten hours regardless of wind, or
    • There is widespread and/or dry lightning in the area (not as prevalent Laguna Beach)

These conditions significantly increase the threat of wildfire ignition and rapid fire spread, necessitating proactive safety measures, including parking restrictions to facilitate firefighting operations and safe evacuation

Historical data shows that the NWS issues Red Flag Warnings an average of approximately 1 day per year.
